Announcement – Proposed Mainstream Voucher Waitlist Changes
Mainstream Vouchers are special purpose vouchers for non-elderly persons with disabilities that are subject to the requirements in Section 8(o) of the 1937 Act and 24 CFR 982. Specifically, families identified as having a family member with a disability at the time of application or pre-application.
Pursuant to HUD Notice PIH 2024-30 which allows PHA’s to establish a waiting list separate from the HCV Waiting List for Mainstream Vouchers, PBCHA has chosen to implement this discretionary option and establish a separate waitlist for Mainstream Vouchers.
Establishment of the Mainstream Voucher Waiting List is dependent on the amendment to the PHA Administrative Plan being formally adopted by the PBCHA Board of Commissioners. Until and unless the amendment is approved, PBCHA will continue using the HCV waitlist for issuing Mainstream Vouchers.
If formally adopted, PBCHA will publicly announce the waitlist opening on our website www.pbchafl.org and in local newspapers of general circulation, minority media and other suitable media outlets.  PBCHA will announce opening of the waitlist at least 15 calendar days prior to the date applications will first be accepted.
Applicants currently on any PBCHA waitlist that decide to be included on the Mainstream Voucher waiting list, will not lose their position on the HCV waiting list or any other PBCHA waitlist.  However, if implemented, current applicants will not be automatically transferred to the separate Mainstream Voucher Waitlist and must apply if the waitlist opens.  Applicants will be added by application date and time and selected by random lottery. PBCHA may elect to maintain a Preference for targeted groups as identified within the Administrative Plan.
