What is the Capital Fund Program and how does it receive funding?
The HUD Office of Capital Improvements administers the Capital Fund program, which provides funds annually via a formula to approximately 3,200 public housing agencies (PHAs) across the country.

What does the Capital Fund Program do? How do they decide where funding will go?
PBCHA is dedicated to revitalizing its public housing portfolio to be a place its residents are proud to call home. In doing so, the Authority submits a rolling “Five Year Plan” which is a list of projects that it intends to perform throughout its Public Housing communities and Scattered Site Single-Family Homes over a 5 year period.
PBCHA creates their plan by reviewing any health and safety issues, the Physical Needs Report prepared by a third party which reflects areas needing repair/replacement, Resident Work Order requests from past years for repeated concerns, NSPIRE Inspection deficiencies conducted directly by HUD personnel, and by surveying its residents across all 428 public housing units.

Recently Awarded HUD Grants
- 2022 Health-Related Hazards: PBCHA is the second Housing Authority in Florida to be awarded with this grant. The grant provides the Authority with the ability to help its residents live in a more comfortable living space by installing bathroom exhaust fans and to install air conditioning in over 150 units. This work is scheduled to begin in September 2024 and will be completed by April 2026!
- 2023 Emergency Safety/Security: Each year Congress sets aside funding for Housing Authorities to address matters that are not part of their planned work activities. PBCHA was successful in its efforts when submitting their request to HUD to install more site lighting and security cameras in Seminole Manor Estates. PBCHA will also be modernizing the exterior lighting on the buildings!. - 2024 Update: PBCHA is excited to announce an update related to the Safety/Security Grant work which impacts all communities!! FPL has agreed to replace site lighting to updated LED lighting. The LED lighting will decrease the carbon footprint while increasing visibility and site security for all residents.
