PBCHA opens doors to housing solutions through various assistance programs to low-income families, seniors, persons with disabilities, and persons with AIDS. We operate two major housing programs, Public Housing and Section 8 (Housing Choice Voucher). Public Housing units are owned by PBCHA, managed by PBCHA’s nonprofit SPECTRA, and rented to qualified applicants.
Housing Choice Voucher provides rental assistance to qualified applicants to facilitate rental of privately owned units. In both programs, participants pay 30% of their income for rent. We also manage affordable housing and project-based housing developments to provide additional opportunities for persons who do not need subsidized assistance.

Getting Started
Through our various housing solutions and programs, PBCHA provides a broad spectrum of housing needs for low-income individuals and families, including at-risk populations, throughout the county. Housing includes single-family homes, multi-family townhomes and apartments.
If you are interested in getting rental assistance for units in one or more of these communities, you will need to find out if the waiting list is open. When the wait list is open, you may apply through a very quick and easy process. Please follow the instructions for applying to be on the waiting list. Once you have submitted your application, you may check the status of your application in our Rent Café portal. If you need to request reasonable accommodation due to a disability or need other help, please contact PBCHA for assistance.

Annual Recertification (Public Housing only)
Recipients of PBCHA’s Public Housing Program are required to annually recertify. Annual Recertifications must be reported online in the Resident Portal.
Grievances
PBCHA strives to resolve disputes respectfully and in a timely manner. Our grievance procedure provides fair consideration to involved parties.

Pet Policy
PBCHA’s Pet Policy is as follows and only applies to residents in the Public Housing Program or living at the Banyan Club Apartments.
- Two pets per apartment, only one of which can be a dog.
- Dogs may not exceed 25 pounds and cats may not exceed 10 pounds in weight.
- Dangerous breeds such as pit bulls are not allowed under any circumstances. No reptile, bird, amphibian, fish, rodent, arachnid, or insect are allowed.
- Pet fee is $100 non-refundable.
- Pets must be pre-approved by Management.
- Service animals are exempt from size, weight and breed restrictions and pet fee, but must be registered with Management.

Smoking Policy
PBCHA is proud to be smoke free! In 2016, HUD published a final rule which requires all public housing agencies administering public housing to implement a smoke-free policy no later than February 2017. Our smoke-free policy covers all indoor areas as well as outdoor areas up to 25 feet from the apartments and administrative office buildings. This policy will improve indoor quality, benefit the health of residents, staff, visitors and vendors; reduce the potential of fire damage, and reduce maintenance cost. Smoke Free Addendum
Violence Against Women Act (VAWA)
The Violence Against Women Act (VAWA) requires public housing authorities (PHA) to describe any goals, objectives, policies, or programs that enable the PHA to serve the needs of child and adult victims of domestic violence, dating violence, sexual assault, or stalking. PBCHA supports the goals and objectives of VAWA and will continually assess programs and initiatives to ensure they further its requirements. Policies in the Public Housing Admissions and Continued Occupancy Policy (ACOP) and the Housing Choice Voucher Administrative Plan are updated to reflect compliance with the provisions of VAWA. Information regarding VAWA is given to all public housing residents and Housing Choice Voucher program participants.
