Project-Based Vouchers: A Path to Long-Term Success
As part of our commitment to affordable housing, PBCHA offers Project-Based Vouchers (PBVs) to support the creation of stable and high-quality homes for those in need. Through the PBV program, developers benefit from:
- Guaranteed rental income secured through Housing Assistance Payment (HAP) contracts.
- Enhanced project viability with stable subsidies for low-income households.
- Access to PBCHA’s vast network of supportive service providers to enrich the community.
PBCHA’s Role in Your Development
As part of our partnership model, PBCHA actively participates in the financial success of each development we support. PBCHA requires that the Authority receives at least the greater of 25% of the developer fee or $1 million as part of our participation in the project. Cash flow participation will be negotiated on a case-by-case basis.
This contribution ensures:
- PBCHA’s active engagement in the development process.
- Financial resources to support continued growth, compliance, and oversight of affordable housing opportunities in the community.
- Alignment of incentives to prioritize the success of the development.
Additionally, developers are required to submit proformas reflecting the 15-year operating statement for the development and detailed sources and uses of funds with all assumptions documented. This allows PBCHA to assess the long-term financial viability of the project and ensure that resources are aligned for sustained success.
Submission Process
Developers interested in submitting projects for consideration should follow these steps:
- Submit a Development Overview:
Provide a comprehensive description of the development, including, but not limited to location, type, number of units, total development costs, targeted population, and requested PBVs, if any. - Initial Submission:
Include:- A narrative explaining how the project aligns with PBCHA’s mission and vision.
- Detailed financial projections, including a 15-year operating statement with sources and uses of funds. Financial assumptions and/or commitments must be documented.
- Site plans, renderings, and zoning compliance documentation.
- Review and Scoring:
Submissions are evaluated based on location, design, financial feasibility, and developer capacity, with priority for difficult to develop areas, leveraging, and vulnerable populations to be targeted. - Award Notification:
Successful submissions will be notified for next steps.
